Capes
The cape has its own slot and shows on your character's back. Skill capes are the badge of those who maxed a profession; cosmetic capes are there to wear and dye. Here they all are, grouped by how you get them.
Skill capes
One per profession: it opens once that profession reaches level 100, and its master hands it out. The cape cannot be traded.
Pioneer's Cape
One per founding account: those that played the pre-alpha or the beta. It cannot be traded.

Insignia Cape
One per account: for those who wear the Guildlands server tag GL on Discord. It cannot be traded.

Dyeing them
They are dyed with weapon dye flasks, not armor ones. These can be dyed:
